The Hammond Bay State Refuge Harbor in northern Lake Huron is managed by the Michigan Department of Natural Resources. This harbor and working waterfront often offers an opportunity to view gill net tugs fished by the tribes fishing under the authority of the 1836 Treaty of Washington.
